What is the distinction between 'coated' and 'uncoated' conductors listed in this table?

It means the conductors are coated with a tin-alloy or with some sort of metal alloy.

We're always told to use the uncoated column when applying this table in everyday electrical calculations. Very rarely, if ever, would you need to use the coated column.

A lot of the old RHH/RHW had a tinned coating which made it look like aluminum. I've had electricians confuse it with aluminum wire.
