Would a detached outbuilding on a residential property require tamper resistant receptacles?

Could it be an AHJ call?

I thought it was pretty clear but the local AHJ may have different idea. So interpretive by him.

I have a couple temper resistant GFCIs that resist any thing being plugged in. One of these days a hammer will force a replacement.

Sometimes makes me want to put all the receptacles 5 1/2 feet above the floor.

Are some brands easier to insert than others? At one time I seemed to think Cooper was better than either Leviton or LeGrand. But I haven’t paid much attention lately.

Here is the section and it is clear

406.12 Tamper-Resistant Receptacles

All 15- and 20-ampere, 125- and 250-volt nonlocking-type receptacles in the following locations shall be listed tamper-resistant receptacles:

• (1)
  All dwelling units, boathouses, mobile homes and manufactured homes, including their attached and detached garages, accessory buildings, and common areas

Wouldn't that leave you with no receptacles that comply with 210.52?
