Tamper resistant devices

Would a detached outbuilding on a residential property require tamper resistant receptacles?

Could it be an AHJ call?
 
Are some brands easier to insert than others? At one time I seemed to think Cooper was better than either Leviton or LeGrand. But I haven’t paid much attention lately.
 
Here is the section and it is clear

406.12 Tamper-Resistant Receptacles

All 15- and 20-ampere, 125- and 250-volt nonlocking-type receptacles in the following locations shall be listed tamper-resistant receptacles:
  • (1)
    All dwelling units, boathouses, mobile homes and manufactured homes, including their attached and detached garages, accessory buildings, and common areas
