Tamper Resistant in Retirement Community?

I work a lot in a retirement facility, basically it is individual apartments all connected in one complex. When renovations are made, do I need to use tamper resistant outlets for this?
Kind of a residential/ commercial question.

Does it meet the definition of a dwelling? 406.11 sends you to 210.52.
 
Yeah, the NEC doesn't differentiate dwelling units, the apartment are dwelling units, but the overall complex is more like a hotel w/ healthcare. What about assisted living areas with individual rooms?
 
Dwelling Unit. A single unit, providing complete and independent living facilities for one or more persons, including permanent provisions for living, sleeping, cooking, and sanitation.
