Yes. 406.11 says to put TR receptacles in all locations discussed in 210.52. OUtdoor receptacles are discussed in 210.52(E). So they are required to be TR.

Thats a gray area. If the rec. is installed to service the ac units and it not part of the other ones required than it doesn't have to be TR. That is what some people are doing around here. Why? I don't know. Pretty stupid if you ask me, and why would you carry both style's is beyond me.
