Tamper resistant receptacles

I am having trouble clearing up tamper resistant receptacle locations for dwelling units where shall they be used and not using the 2017 NEC.
 
Seems like every one except for 30A+
Don't need them locally. Kids are just dropping left and right with forks in their hands. It's pandemonium.
 
I will have to look it up but under 2017 there are very very few exceptions.
 
Go to 406.12 for list of locations that require TR receptacles and some exceptions. like behind a dedicated peice of equipment and receptacle over 5 and a half ft high.
