Tamper resistant recepticales confusion

Hello every 1
I have been asked to replace a few receptacles in an apartment
if i replace the 2 the are broken to tamper resistant as stated in in nec code 406.4(D)(5)
are we required to replace all of them in the apartment or just the broken ones.

example = 15 receptacles in the apartment, 2 are clearly broken
do i need to replace all of them or just the 2 broken ones with tamper resistant
it clearly does not say if we need to replace them all but then again understanding the nec can be confusing at times:?

Just replace what they want replaced. 406.4(D)(4) would also apply.:weeping:
