The use of tamper resistant receptacles is required by section 406.11 in the 2008 NEC. That article refers to 210.52.
?In areas specified in 210.52, all 120 volt, 15- and 20-ampere receptacles shall be tamper resistant?

Question: Is the small appliance GFCI considered part of the dwelling unit tamper resistant requirement. What about Bathrooms?

Unless I read it wrong the receptacles required to be tamper proof shall be all but
Those that are part of a luminaries, Controlled by a switch located in cabinets or cupboards, or located more than 5.5 feet above finish floor

Perhaps I am over analyzing this

I believe that there are receptacles, such as the garage door motor recep. , that do no need a Tamper resistant recep. However, it is easier to just install all the recep. as TR type then to pick and choose.

I could argue the fact that art. 210.52 states that it includes all recep. in addition to the 4 listed. To me this actually would mean that even those 4 situation should be TR since they are mentioned in art. 210.52

Yes, bath and Kitchen counter need TR recep.
