I have done one childcare facility and tamper proof outlets where required by specification. You will also find GFCIs are not required except in the bathrooms and kitchen. The place I did had many sinks for changing diapers with outlets right next to them, these where shown as normal outlets We used GFCIs for these along with child safety caps.
