As long as you don’t have a multiwire with a shared neutral on a tandem breaker, you should be fine to take any two ckts off any breakers in the panel, whether on A or B phase and put them on the tandem to make room for a new breaker so long as both ckts you take off have their own neutrals?
Don’t see a reason to worry about load balancing, unless you put two heavy draw ckts together. Don’t see why it would matter what ckts you doubled up.
Suppose if you only needed one circuit freed ip
you could pull any ckt off in the panel and put them on the tandem. But more for making room for two ckts if you have to put in a two pole breaker and free up two spaces, keep the ckts you move onto the tandem both from the same phase or who cares?
