Depends :)
As far as it being on its own circuit. That could vary based on manufacturers installation instructions and power requirement of the device based on 210.23. In most cases, they will require a dedicated circuit.

GF protection would depend on a receptacle being involved and the location based on 210.8.

Gas tankless water heaters use just a tiny amount of amperage to ignite the flame. Unless the manufacturer requires it, there is no need for a dedicated circuit. Almost all of the ones I'm asked to work on are installed on an outside wall. I usually just extend the outside GFCI circuit close enough to plug it in (cord and plug). I did do two new construction ones that were hardwired to the bedroom circuit on the other side of the outside wall.
 
Gas tankless or tanked can also have a combustion air fan forcing a draft in the combustion chamber, allowing for more diligent cooling off the exhaust, extracting more heat from it.

My tankless has a a small circ pump and combustion fan. Do you remember the 50%/80% rule for loads on a branch circuit?
