Tankless gas water heater has a small 110 v blower motor am i required to run a dedicated line?Single family dwelling

Nope. Those things draw something like .7 amps at idle and 1.3 amps when running. I normally just jump off whatever 15 or 20 amp circuit is nearby that legally has an amp to spare.

Check your instruction booklet. Most of them that I've installed have a GFCI protection requirement.

Had an inspector say they required a dedicated circuit home owner wanted it dedicated so I didn't argue .I know somewhere in the book theres something about the boiler being dedicated but cant seem to find the article thought it might apply.

Yes, you're thinking of 422.12. But there is no code requirement for an IBC for an instantaneous hot water heater.
