Tankless Water Heater causing CFL to flicker

I have installed a tankless water heater to supply the house on a designated 60 amp circuit. When hot water is turned on, a fluorescent light flickers. The water heater is phase-phase 240v.

I initially thought this might be caused by harmonics, but after reading here, I suspect it's due to voltage drop. Was there a remediation for this? I would have posted to that forum, but it's closed.
