Tankless Water Heater recommendation for 2 BR 1.5 BA townhouse

Just looking for something that would work for this install. Tankless water heaters are tricky and in this townhouse subdivision Im almost sure there wouldnt be allowance for a 400A panel upgrade.
Last time I did one the owner told me to install the one he asked for even though I told him it was too much draw for a 200A panel (It was, it kept tripping other breakers and we ended up downsizing)

Anyway, now we are in a new townhouse and we are gonna do it again....

thoughts and recommendations please

Install a heat pump water heater, more efficient, and would have hot water stored in a grid outage.
