Tankless water heaters or recirculating pumps on GFCI?

Does a tankless water heater or a recirculating pump that are located in a garage need to be GFCI protected? I've heard from some that they do not and that it's not recommended to do so. Thanks for your input.

If they plug into a 120 volt receptacle then they must be on a GFI. If it is direct wire then no it does not need to be GFI protected.

If the receptacle were not accessible I would say yes #1 would apply but I don't think #2 would apply.
