And the solution is not to run three sets of cables to each tenant but instead to common the three sets together with distribution blocks or Polaris connectors and then connect the one set of tenant wires at that common point. That keeps the three parallel sets identical for all practical purposes.

You can run one set to each tenant space but they must connect to all 3 sets from the utility.

There is nothing specific about service entrance feeders but there is a very general set of conditions for paralleling conductors which are subject to NEC rules. Whether they apply to particular service conductors depends on which side of the service point they are on.
