Attached sketch shows from 200A breaker 3/0 AWG FDR one to 15A fused disconnect and to 20A fused disconnect. Load side of the disconnects are FDR #2. Are FDR #2 two tap conductors?

Why would you think they are taps if they are protected at their ampacity by the fused disconnect?

240.2 Definitions
Tap Conductor. A conductor, other than a service conductor,
that has overcurrent protection ahead of its point of supply
that exceeds the value permitted for similar conductors that
are protected as described elsewhere in 240.4.
