Tap feeder from Meter Center

I'm working on a coordination study, and I have a 1000A Meter Center which is protected upstream by a feeder breaker. However, there are taps feeding downstream 125A loadcenters and they are all 35 ft or greater. While the loadcenters have main breakers, the taps are not fed from branch breakers. I figure the 25 ft tap rule comes into play here, however, I believe there is an unlimited tap rule, but I am not sure how to determine if those conditions have been met, anyone have advice for this situation?
 
Meters often are outside, especially those that are for the utility company. Though many POCO's are remote reading them anymore, they still don't want to have to gain access to interior meters and require them to be outdoors.
