Tap Rule 240.21(B)(1), For Fire Pump feeder tapped ahead of service main

I have a 4000A MCB switchboard, service main. I am tapping the fire pump feed ahead of the service main 4000A MCB within a switchboard section and exiting the switchboard to the fire pump's fused disconnect. Does the 10' tap rule apply for the fire pump feed? Specifically the part of the tap conductors having to be 1/10th the size of the overcurrent device protecting the feeder conductor? In this case 4000A. Which would be at least 400A worth of cable for the Fire pump (100HP)?

You are connecting service conductors. The Art 240 tap rules don't apply.
(Most refer to it as a tap but it does not meet the definition)
230.70 applies
