Here is another thinker, i have two large SMC's right next to eacother in an enclosure, I am taping from the bus to the top of the fuse disconnect on the larger starter (rated 180A), now can i tap from a dual tap lug on the top of that disconnect over to the other disconnect on the smaller starter (rated 124A)?? Is this something doable or should I not even go there.

You can't but if its a UL listed panel the panel builder can.

Is the fused disconnect part of the starter or is it seperate?

The first paragraph of 240.21 basically says you can't "tap a tap". But, if the wire you are using is protected at its ampacity, it isn't really a tap. Say the feeder to your fused disconnect is protected by a 400A breaker upstream. Then if you 500kcm wire, you can daisy chain the starters.
