Tap Rule Conductor Sizing

Regarding power distribution, and interpretation of the 'Tap Rule'; Our electrical enclosure is designed for a wide variety of AC drives serving pumps and mixers. IF all the future expansion comes to fruition, there could be (18) drives varying in size from 1 to 25 HP. The main disconnect for the enclosure is 400 amp. For a group of devices that have lower amps (DC Power Supply, Control Transformer, etc...) we would like to put an intermediate distribution block about four feet from the main distribution block.

The devices served by the intermediate distribution block are protected by the following fuses: (1) 5 Amp, and (5) 2 Amp. (15 Amps total)

1) What is the minimum amp size of the intermediate distribution block?
2) What is the minimum wire size BETWEEN the two distribution blocks?

Obviously, the smaller the better, so there will be more room to mount future devices.
