Tap Rule

I have a 100A MLO panel with lugs connected to the
bus in liue of breakers. Each lug has a SIS control wire connecting to a breaker downstream - 12 inches away - individually mounted. There are 18 of them..

If I add a main breaker, will this help me meet the tap rule?

The attached is a one line I developed showing what I want to accomplish with NEC and UL.

What is this for? It sounds like a UL issue, it would have to be wired per the appropiate standard.
