2000A main

what tap rules apply inside the control panel, if any.

can one bring the 2000A main to a distribution block and feed from there to a small circuit - say a 15A circuit?

or is there a tap rule that would prohibit this.
 
A vast majority of the control panels I see are wired to specs accepted by the NRTL (U.L., etc) and not controlled by the NEC. In fact, TN State laws require NRTL certification in most cases.

This would be a UL listed panel.

However, there is some question if the tap rules stlll have to apply, and what they would be if they do apply. UL508a is pretty murky about taps.
