Tap to bus

I am installing numerous meters for panels currently. An issue I keep running into is panels that are fully loaded with no space to feed the meters. Through RFI’S we have added a sub-panel and adjusted feeds around to provide a feed for the meter from the panels. Is it acceptable to tap directly onto the buss for a feed to the meter that has a disconnect and fuses for overcurrent protection? This would be like how the factory does it when they install them but again that is factory installed. I am not a huge fan of the idea but I am also not a huge fan of adding sub-panels everywhere either if it can be avoided.

We tap the bus or use an insulation piercing connector to connect the tap conductors to the panel. From there we feed a disconnect switch using the 10' tap rule.
