Taped PVC couplings

Out for a walk, note the PVC conduit had duct tape on the 45's and 90 couplings. It was behind a fence and I couldn't get any closer. Must be a job spec it was for a college. Zoom in on the picture.
Has any one else ever seen this? I never have

IMO the contractor Might be duct taping the couplings as they glue it together because they are not confident that the conduit will stay in place before the glue cures.:cool:
 
Probably due to someone's vain attempt at keeping water out, being ignorant of how water actually gets into underground PVC.

Sometimes the fit is poor enough that it still doesn't hold that well after the cement cures, sometimes the fit is so tight that a "dry fit" is hard to get back apart.
