Taping/Recoding Wires

I have been hearing that white wires can no longer be recoded to be used as hot. Is this a valid statement, or can it still be done. For ex, can I still drive a 240v electric baseboard heat with a 12/2 feed and black tape the white? Can power be put in the light fixture and recode the white as hot?

I do not think anything has changed.

You can re-identify the white as a hot in cables, like NM, MC, rubber cord etc.

You can not re-identify a white as a hot in a raceway.
