He is saying it could touch the bare copper equip grounding conductors in the panel and they are dissimilar.

With that logic he should be making you tape the bare copper conductors as well. They can have galvanic corrosion issues when they contact galvanized enclosures and raceways.

It's not that they could touch but they do touch in millions and millions of homes and have been doing do for many, many years and no one else has had a problem with it.

If it's a small town with only one inspector they can be hard to deal with but if he has a boss ( even a building code official ) you may have better luck going over his head.
