Tapped Elevator Feeder

I have a building that originally had a dedicated feeder that supplies 2 elevator motors, which are located in a roof mounted elevator room. Someone tapped the feeder, and is powering a lighting panel off of it, which powers some general building lighting in other areas. Are there any NEC violations from doing this?

If the feeders are sized correctly for the total load, and the tap meets the appropriate tap rule, and the disconnects for the elevator motors are located such that the elevators can be locked out without turning off the power to the lighting, it could be OK.
