tapping existing outlet in dining room

Can I tap an existing outlet in dining room for to install a dining room chandalier or do I have to install an Afci breaker on that outlet first to follow the new 2008 code??
 
No you can not supply lighting outlets with the dinning room receptacles and yes new outlets must comply with current code.

I believe the reasoning is you cannot use your SABC to supply the lighting.
210.52
(B) Small Appliances.
(1) Receptacle Outlets Served.
In the kitchen, pantry,
breakfast room, dining room, or similar area of a dwelling
unit, the two or more 20-ampere small-appliance branch
circuits required by 210.11(C)(1) shall serve all wall and
floor receptacle outlets covered by 210.52(A), all countertop
outlets covered by 210.52(C), and receptacle outlets for
refrigeration equipment........

(2) No Other Outlets.​
The two or more small-appliance
branch circuits specified in 210.52(B)(1) shall have no​
other outlets
 
Dinning room receptacles are supposed to be supplied by 20 amp small appliance branch circuits and those circuits can not supply fixed lighting outlets.
 
If your jurisdiction is referencing the '08, AFCI protection will be required...except in areas that may have a code modification, check with your AHJ.

As Bob mentioned, 210.52(B)(2) restricts one, not permiting other outlets installed on the SA receptacles.
