Tapping load side disconnect

Looking for some clarification on tap rules.
I have a fused disconnect is feed from a tap conductor.
Then, the load side has taps that go out to feed another fused disconnect.
I don't see a problem with this, provided the lugs are listed for accepting the two wires.
What do you think?

why not just size the load side conductors according the over current protection at the fused disconnect?

From you description I understand that the 1st fused disconnect also supplies a load at that location. Then there is a tap that goes on to another fused disconnect.
I think you are asking is this tapping a tap.

I would say no as long as the fuses at the first disconnect provide over current protection for the feeder tap
 
Because it's fused at 400 amps, feeding a bus.
From the bottom of the 400, smaller tap wires branch off to feed a smaller (forget if its a 30 or 60a) fused disconnect.
I don't consider this tapping a tap because it is after (load side) the fuse.
So as long as tap rules are followed,(10% or 1/3 ampacity) I'd say it's OK. But I'm not 100% certain.
 
I don't see a problem. It's no different from feeding Panel #2 off Panel #1 then feeding a 3rd panel from #2. The "tap" stopped at the OCP device.

The first tap that was made stopped at the line side of the 400 amp fused disconnect.
To me, he's created a new tap on the load side of the 400 amp disconnect since the conductors he's using are not 400 amp rated.
Is that not correct?

Then if I have a meter bank with 6 meters and 6 200 amp breakers.all bus connected from sec. Then from the 200 a breaker 125 amp wire feeds equipment 40 ft away outside also and wire ends at 100 amp main breaker for panel..
Is this ok?
