I was wondering if it is ok to tap #2 awg cu off a dual lug on a 200 amp disconnect switch to feed a 100 amp panel providing that there is 100 amp oc protection at the end of the tap. The tap distance is approx. 4 ft. I thought I saw something in art 240 saying that you cannot tap conductors under 800 amps, is this correct?

What you've described is fine. Take a look at the provisions of 240.21(B)(2).

im pretty sure 240.21 B2 says its ok

ok, I saw that but under that section where it says "the provisions of
240.4(B) shall not be permitted for tap conductors." For some reason this is making me think that anything less than 800 amps cannot be tapped.
