A review of distribution system SOW, calling for direct burial TC cable in 6?? SCH 80 PVC conduit. The cables range in size from 4C-1/0 to 4C-500mcm, one cable in each conduit with an additional EGC. The longest conduit run is 950 feet, in SCH 80 because the duct bank is beneath roadway, and through a number of man holes. The cables are in conduit 90% of run, from man hole they are direct buried and then PVC sleeved in concrete a vaults under distribution panels. Is this compliant with NEC 2008? If compliant what type of de rating would the cable have?

The conduit is not a complete system then? IOW, 90% means that it is not connected in its entirety.
Yes you are correct cables will be direct buried for a short distance. When the cables emerge from soil they will flow into underground concrete vaults then up into DBs
