What is needed when the spec says to participate in and provide labor for "off hours" testing of equipment and systems to obtain a temporary certificate of occupancy and final TCO?

What are the guys doing?

Sounds like you need to make yourself available and on-site during off-hours (read: evening or weekend) so someone can comission some equipment. If it don't work, you get to fix it. Round and round you go until it's OK, then a temporary certificate is issued.

A "temporary certificate of occupancy" is a TCO, your final will be a CO.

We usually require testing of the illumination levels (e-lites and exit lighting)after dark, and depending if this is a partially occupied building, we may have to do acceptance testing of fire alarm systems, sprinkler tests, etc. after hours so as not to disturb "business".

I always tell the GC that he or she can bring whomever they want, as long as that person can operate the needed systems, but it would be a benefit if the EC is there to make any minor fixes or explain operation of inverters, location of devices, etc.. I'd rather not even have to right up a minor issue if the problem can be solved right there. The extra time for the afterhours is usually balanced by not having return trips for fixes.

Testing and proving, depending on the occupancy and what's installed:
- FA
- Generators
- FA Pump
- etc

If the building is partially occupied, the other tenants may not appreciate horns and strobes blaring for hours/days.
 
Thanks , I understand off hours. I just, or still am, not sure of the scope of work involved when testing & commisioning is done. What isi testing and commisioning. Megger test etc.?????
 
Megger testing could be done during "on" hours....but looking for a TCO shortly after a wire pull is a bit of a swift action, no?

Depends on the equipment.

If it's a fire alarm, someone will go around and use a can of smoke on each smoke detector. Pull a couple pull stations. Make sure every horn & strobe is making noise and/or flashing.

If it's a back-up genny, the ATS may be tested for proper start-up and transfer, and check that all circuits supplied by the genny are energized properly.

As mentioned above, it may be night work to determine emergency egress lighting levels.
