Not sure exactly what you mean, but if you are refering to feeding the breaker through the lugs and using it to feed the panel- using it as the main, so to speak, then it has to be secured so it can't be unplugged.
Do you mean from either side? As Bob said the answer is yes. Providing that the CB isn't marked line/load. Larger frame breakers if installed in a top feed panel setup will have their line lugs on the top. That same breaker can usually be used as a bottom feed with the lugs moved to the bottom of the CB.
Never attempt to back-feed a GFI breaker. It will smoke and burn out the first time it tries to trip out. Those "line and load" markings are put there for a reason.
If the breaker is marked line and load, NO.
Breakers that have a "Non-interchangable trip unit" (NIT) commonly are not marked Line and Load and can be feed from either end. It is also common for for electronic trip unit breakers to be able to be reverse feed.
