Are raceway fill requirements of chapter 3 required for telecom, AV, or security cables? If not, is there any limitation to the raceway fills for these types of cables?

In general no.

But these cables are fragile so the bigger the better on raceway sizes.

Also consider at the start whether you are likely to want to pull additional cables later. More space makes additional pulls easier, even if you are still not pushing the mechanical fill limits.

I recently had to pull (12) 18ga control wires and a CAT5 cable through a short run of 1/2" EMT. I really wish it had been larger pipe, but it was existing, and passed though a reinforced concrete wall almost 18" thick (no drilling new/larger holes, per the engineer). The 18ga wires were 24vdc control wires protected at 2A, and the CAT5 was Ethernet. It helped that there were only 2 shallow bends in the run of pipe.

No issues with the pull, but it was only about 10ft. Not my favorite day, but it actually went pretty well. The pipe's certainly full, but not so tight as to damage any of the wires. We do strange things in special effects sometimes.

90.3 tells us the rules in chapter 1-4 apply except as amended by chpt 5,6, and 7

And OP's wiring is chapter 8 that has noting to do with ch 1-7.

remember the jacket of your cables is not as sleek and easy to pull as thhn so it will create much more friction.

I bet it exceeded the max pulling tension on the cables. Congrats to getting it through though.

The Chapter 8, xxx.110(B) sections say that the raceway fill rules do not apply to the Chapter 8 Articles. I don't know why they added specific sections to say that as per 90.3 the Chapter 8 Articles are stand alone articles.
