Telecom/data grounding specs

I have been given a reference from some telecom people of both ANSI/EIA/TIA 607 , Grounding and Bonding requirements for Telecommunications
and ANSI/EIA/TIA 569, Commercial Building Standard for Telecommunications Pathways and Spaces as a companion to NEC grounding requirements. These are old specs (1996) but I was wondering if anyone knew what is in these standards? Or if they were lifted straight from article 250. The IT people are saying that they need a "separate earth ground", lightning protection and an isolated receptacle to POWER A UPS PROTECTING A HUB!. Wrong. I can't imagine ANSI going in the face of NEC and permitting a lonesome ground electrode which makes me suspicious of all the rest they are telling me. I am trying to chase down the actual requirements and its content.
Anyone have any suggestions?
