Why doesn't NFPA 70E include a training requirement for telecommiunications workers ? They are exposed to voltages >50 VDC, and up to 90? VDC on ring voltages.

Most of the voltage is approximately -48VDC, with a cadence 75-105 AC ring voltage, however it is power limited or current limited outside of a central office facility.
 
I had a 70E instructor state that a lot of the POE (power over ethernet) will have around 51v or more these days which will cause some problems for these communications folks who are used to working at below 50v.

That 51V is on an unloaded open circuit 48V nominal POE, as soon as there is the slightest load the voltage will lower.
The 3V difference btween 48 & 51 is not magical and does not pose any more of a hazard or danger than 48V.
POE is also current limited.
