For a 100A temporary feeder to a job site from a 400A 120/208V single phase temp panelboard, is a grounding conductor required to be ran with the underground direct burial phase conductors, or is a ground rod drven at the load end 100A panelbord OK?

If you are working under the 2008 NEC You must provide an equipment grounding conductor with the feeder.

Prior to the 2008 NEC it was permissable to use the grounded conductor for bonding for feeders that supply a separate building or structure provided that there was no bonded metal paths between the 2 structures.
