we have a customer which has purchased a 350 kw 120/208 volt 3-phase 4 wire generator, trailer mounted, we expect the generator to have a single
1400 amp breaker factory installed [ and as usual no one has a cut sheet
on the gen-set ] the building in which we intend to connect to has (2)-
services (1)-800 amp & (1)- 600 amp with transfer switches in place, we only
need to extend the existing conduits, & feeders outside to the new 600, & 800 amp enclosed breakers this part we have no questions. we
intend to make the portable camlock cord connections from the gen-set to
the breaker cabinet with parallel 400 amp type16 camlocks & 4/0 600 volt
90-degree cable, is the paralleling of the camlocks & cable (2-sets each)
permisable by the nec.

remember that the 400 amp rating for 4/0 type SC cable and camlock connectors is based on 90deg termination, so you need to land it into a terminal block or something, then run 500 or 600 from there to your breaker. Or use panel mount threaded stud male cams and larger wire with crimped lugs to the breaker, then male to female cam jumpers from the gen to the building.

I see paralleled cams all the time.
