Anyone ever see this before?

This Electrical Subcontractor shall provide temporary as well as interim electrical power, with
permanent power characteristics, for the following functions prior to the final permanent
electrical service configurations are available (including transformation devices, protective
exterior enclosure & any manholes as required).

I can't say I have ever seen that exact wording, but something pretty similar is common. How else would the EC know he has to provide temporary power?
 
I take it to mean you should strive to use as much permanent materials as you can for the temporary power, to minimize waste.
 
Kinda depends on what "following functions" are. Lighting and power for tools- easy; running the 500KVA chiller before the switchboard (service?) is installed- maybe not so much.
The way the paragraph was worded I got the impression there was a list that followed of what had to be powered.
 
I had to read it over a couple times, but "permanent power characteristics" may mean the appropriate voltage, current capability, OCPD's, GFCI's, etc. that's needed to supply the loads specified on a list that would follow (as as zbang and petersonra have suggested).
