Under the 2020 NEC is a disconnect means and exposed lug protection required for a 6 circuit MLO 3R enclosure?

Building up some new temp poles and have several of those enclosures to use.

You don't even need a hold down. Nothing in that new code prohibits a single breaker (single handle) in a MLO panel.

Yes just land on the MLO lugs. MLO service panels aren't prohibited, just having more than one handle installed in them is. There is 230.62, but those don't have to be manufacturer provided.

Then what serves as a main disconnect?

A disconnect means ahead of the MLO panel?
