Does 250.56 apply to a temp service? Ive never installed two ground rods for a temp service and this was the first of hundreds to require two ground rods.
I dont understand this code. If I have to augment and it doesnt improve the resistance why do I have to bother in the first place?
 
Would 250.52A2 be my augmented electrode at the trailer where its bonded to the frame?

The frame of a trailer would not be considered to be building steel unless it meets one of the 4 methods listed in 250.52(A)(2). But if you use 250.52(A)(2)(3) to qualify the trailer frame as a grounding electrode the ground rods used would still have to meet 250.56.
