On the four space breaker enclosure made by ITE Seimans, is a sticker on the back of the cover that states that it is suitable as use as service entrance equipment when not more than six main disconnection means are provided and when and when not used as a lighting and appliance branch circuit panelboard. As the subject reads, a lot of electricians use the panel enclosure, two w.p. gfi's, and two 20 amp single pole breakers. No Main.

What codes are violated, if any, 110.3(b), 408.36(a), 230.79(d), 230.80,,,etc...???

Yep it is a lighting and appliance branch circuit panelboard because we have 100% of the breakers protecting lighting and appliance branch circuits. Now what???

I know that this sounds like trivia, but this has been the norm for quite some time, but it does IMO appear to be illegal.

If this two circuit main is permiteed (still don't know if it violates 110.3(b) ), two circuits installations are required to be 30 amps per 230.79(b).

There are many times when a device is installed per 110.3(B) but the installation is not compliant. Third party listing does not insure automatic compliance with any specific NEC article.

As far as the 2005 NEC goes, both 408.36(A) and 430.95 must be complied with as well as 230.71 when selecting service equipment.
