We know that Article 400 flexible cords and cables, if hard usage or extra-hard usage, are permitted to be used in Article 590 installations. In 590.4(H) does modify 400.8(3) by permitting flexible cords and cables to pass through doorways, if properly protected. Now comes the question, is it permitted to pass cord or cables through holes in walls or ceilings?

As I see it, Code does not explicitly permit it. However, I believe the AHJ can approve such under 590.2(B).

This is a case where a Section must be interpreted in light of a Scope or application statement:
590.2 All Wiring Installations.
(A) Other Articles. Except as specifically modified in this article, all other requirements of this Code for permanent wiring shall apply to temporary wiring installations.
(B) Approval. Temporary wiring methods shall be acceptable only if approved based on the conditions of use and any special requirements of the temporary installation.

Section 590.4(H) is a specific modification; passing the cord through holes in walls or ceilings isn't. However, as Smart $ notes, an AHJ could reasonably permit it under 590.2(B).
