on construction sites...does this men that you can literally just splice 2 nonmetallic multiconductor cords and simply tape them up with electrical tape , rather than use a jbox? (As long as equipment grounding continuity is maintained)

Yes.
Note that they added another exception (2) in the 2020 NEC to clarify a few other common practices on construction sites.

I would use wire nuts.
