No. But is this lighting for construction or occupying the space. If it is for occupy the space the requirements would be in the IBC if the is your design code.
 
Does the NEC address the amount of temporary lighting needed on a construction site for student housing?

I would say that Article 220 and probably Table 220.12 would apply. Here's why: Look at Article 590.2(A) Other Articles. "Except as specifically modified in this article, all other requirements of this code for permanent wiring shall apply to temporary wiring installation."
Since the requirements in Article 220 are not specifically modified, they must apply. :smile: (seems crazy.)

No. it is base in OSHA requires. You need to provide sufficient light for construction.

I came across this same 5 foot-candle requirement once.
It was required for hallways in a hospital, for which I was responsible.

I found you could barely read the headlines on a newspaper,
but OSHA (TOSHA) was satisfied.

Article 220 doesn't require any lighting at all.

Please explain, Roger. The way I read 220.12 infers to me that lighting loads per specified occupancy are providied for within the text. Thanks.:)

Article 220 is only for calculation purposes, it does not mandate the installation of of luminares, receptacles, A/H equipment, cooking equipment, etc... even though all these items are mentioned in the article.

As a matter of fact, with the exception of bathrooms, kitchens, and equipment rooms, the NEC doesn't require luminaires to be installed anywhere, these requirements are in building and safety codes.
