Temporary Overhead Conductors

I come across this frequently where an overhead run is added for a temporary job trailer, sometimes temporary turns into "temporary". I'm wondering if there are exceptions to the minimum height requirements for actual temporary installations. The disconnect on the left with the overhead run supplies a temporary trailer, that's been there quite a while. To the far right in the photo you can also see an overhead run to a pole mounted light that is permanent and looks to be too low. Voltage is 120/240.

See 225.18, but only needs to be 10' at that voltage if pedestrians only.
