Temporary tenant lighting disconnect

If I have 2 vacant tenant spaces. I have a panel in "space A". I have temporary lighting "space B" that is fed from the panel from "space A". The plan reviewer said that I have to have the panel serving the temporary lighting in "space B" to be in "space B".

Could anyone please tell me the code section where it talks about the tenant branch circuiting?

NEC would not be involved here.
I often get power for construction from other buildings or spaces. Ask them for the code number they think you violate.

I dont think this article applies to me because these spaces are vacant and there wont be any occupants in any of the space.

We are providing temporary lighting in the tenant space because we are relocating the demising wall between this space and the space we originally getting the permit for.

Originally it was the same reviewer that had asked to provide temporary lighting for the space.
