I'm install temporary power to some dedicated circuits and receptacles in a commercial building. The wiring is for some displays they are setting up for an event and will only be neede for 3 days. My question is can I run romex and strap it in the ceiling ?

Art 590 is short and covers temporary installs. I've seen plenty of romex and taped splices on construction sites, but it is up to the AHJ. If it is for displays for an event they might not want it to be ugly looking:thumbsdown:

What kind of ceiling is it? NM is not allowed in dropped or suspended ceilings

As long as it's protected against accidental damage, I don't see an issue with it. It's what I would do. Might want to check with AHJ anyway in case there are different local requirements.
