When I visit a jobsite, typically the electrical contractor has installed a breaker in a panel or MCC and then runs temporary wire through a meter to his job trailer (or to a number of locations).

Does this need to be inspected? Do they need a rough-in and final wiring by the AHJ? Does it typically get done?

Depands on local practices as much as anything.

Technically it is electrical wiring and is subject to inspection, but some places are not real concerned about temporary wiring.

I'd say yes needing to be compliant w/ NEC 590 temp installations
It can't be compliant without being inspected?

In our jurisdiction, we do require them to be inspected. The wiring methods for a temporary installation are the same as a permanent one except as Article 590 modifies them.

Electricity does not know that it is temporary. As one instructor said to me about 7 years ago: "If you are electrocuted by a temporary service, are you temporarily dead?"
