Tenant buildout with seperate building for MDP service

I'm currently working on a tenant restaurant buildout in a building (cast in place concrete with 6x6 WWM as the reinforcement in the slab) that was completed in 1963. The service for the main building is a small outbuilding with a 1200A switchgear, and we're feeding the restaurant with parallel runs of 250MCM AL. If I'm reading 250.5 correctly I have to have a grounding electrode. No issues there, but where my confusion comes is the rebonding the noodle to the ground. While making the crossings for the feeders, we found old rigid pipe connecting the service switchgear shack to the main building. If I'm reading 250.32 correctly, the noodle stays isolated. Am I reading that correctly?

Since this is being fed out of a breaker on an Existing MDP, can that breaker be considering the disconnecting means to satisfy 225.31?

Sine you are re-feeding most inspectors would require the feeder be installed to current Code which would require a separate neutral & equipment ground to the separate building with the neutral isolated and the equipment ground bonded to the grounding electrodes (250.32).
A disconnect at the restaurant would be required by 225.32 unless the AHJ rules one of the exceptions apply.
